Dagmar Graczyk was born and grew up in Dortmund, Germany. After obtaining her Master in Economics and Master in Socio-Economics from Christian-Albrechts University in Kiel, Germany, she wanted to see the world.
Following a summer internship at the World Bank in Washington, DC, Dagmar worked for McKinsey & Company in Düsseldorf, Germany before joining the United Nations Development Programme in Geneva, Switzerland. She then accepted a position at the Asian Development Bank in Manila. During her 10 years there, she led energy sector reform projects in India, Bangladesh, Pakistan and the Greater Mekong Region.
In 2003, Dagmar joined the International Energy Agency (IEA) in Paris to head outreach with India. In this role, she built relations with the Indian government and identified areas for cooperation. A key accomplishment was the negotiation of the first-ever memorandum of understanding on cooperation on oil and gas security between the IEA and a non-member country.
In 2017, Dagmar moved to a new role managing energy policy reviews of IEA member countries. She recruited peer expert teams to assess whether a government’s policies were aligned with achieving its objectives for a secure and affordable clean energy transition. She led reviews of Japan, Republic of Korea, Ireland and Switzerland, among others.
Dagmar has a lifelong passion for the Dortmund football team, travelling, skiing and sailing – the latter though more enthusiastically than technically proficient. She enjoys eating anything mint flavoured and is known to devour (mint) ice cream even at freezing temperatures.
