Investment manager, and former Leader of Westminster Council (executive mayor)
St Prex, Switzerland
Building on a first-class academic foundation at Cambridge, Colin Barrow has succeeded throughout an unusually varied career. After 10 years as a construction lawyer, Colin joined a venerable sugar company and turned it into the largest publicly quoted hedge fund in Europe. Retiring for the first time at 45, he began to invest as a principal, and also started a political career. Ten years later he was elected to lead the City of Westminster, effectively as mayor of this most important London Borough.
Colin has been Chairman of the National Autistic Society, founded two think tanks, represented London in the National Health Service, and served on boards within Imperial College in London and the Price School of University of Southern California in Los Angeles.
On the recommendation of Prime Minister Blair, he was awarded the CBE by the Queen in 2004 for services to local government and for his leadership of the National Improvement Agency for Local Government.
